§FEC Scheme
Indicates a Forward Error Correction scheme used to protect packets, and contains any data needed to locate a chunk within a packet.
Definitions for the concepts can be found in RFCs 3452 and 5052.

Required. Indicates the scheme used.
fec_payload_id: Bytes
Required. Contains the scheme-specific serialized Payload ID.
fec_oti: Bytes
Required. Contains the scheme-specific serialized Object Transmission Information (OTI).
